The economies in the Middle East and North Africa (MENA) region are diverse in many ways, making it difficult to develop a common social protection strategy. Countries differ in size and per capita income. There are differences between urban/rural populations, agricultural/non-farm employment, and the structure of output between oil/non-oil economies. However, the countries of the MENA region share key socioeconomic characteristics and their social protection systems also confront similar design and implementation problems. This report provides a framework for an integrated approach to social protection. It also proposes general recommendations to guide the reform of social protection systems in the MENA region. The report is organized into four chapters which cover highlighting social risks and policy challenges; evaluating formal and informal social protection systems in the MENA region; strategic directions for enhancing these social protection systems; and the World Bank's contribution to social protection in the MENA region. The aim of this report is to contribute to a better-informed and more focused debate on social protection at the national, regional, and international levels.

This book shines a spotlight on the causes and consequences of working poverty, revealing how the lives of low-wage workers are affected by differences in health care, labor, and social welfare policy in the United States and Canada. Dan Zuberi's conclusions are based on survey data, eighteen months of participant observation fieldwork, and in-depth interviews with seventy-seven hotel employees working in parallel jobs on both sides of the border. Two hotel chains, each with one union and one non-union hotel in Seattle and Vancouver, provide a vivid crossnational comparison because they are similar in so many regards, the one major exception being government policy. Zuberi demonstrates how labor, health, social welfare, and public investment policy affect these hotel workers and their families. His book challenges the myth that globalization necessarily means hospitality jobs must be insecure and pay poverty wages and makes clear the critical role played by government policy in the reduction of poverty and creation of economic equality. Zuberi shows exactly where and how the social policies that distinguish the Canadian welfare state from the U.S. version make a difference in protecting Canadian workers from the hardships that burden low-wage workers in the United States. Differences That Matter, which is filled with first-person accounts, ends with policy recommendations and a call for grassroots community organizing.

In this autobiographical account of his life as a prison governor and administrator, Tom Murtagh deals with life in charge of The Maze Prison, Northern Ireland - when he narrowly avoided being killed by a terrorist bomb - and his move to England. This is when he was faced with a remarkable series of events at Blantyre House where a modern, liberal, ground-breaking, and in many respects, successful regime was beginning to attract the attention of reformers, academics, and others. But that regime also masked more sinister developments - events that should ultimately have received serious attention from a House of Commons Select Committee set up to look into 'The Blantyre House Affair.' Only now - and after much reflection - does Tom Murtagh feel able to tell publicly his side of the affair of how the committee chose to concentrate on selective and misleading information. Despite all the accolades for Blantyre House, behind the scenes and in reality, the regime was being taken advantage of by a number of very serious offenders who had managed to get themselves transferred there so that the establishment was at risk of being overtaken by organized crime and corruption, leading to covert police and other criminal investigations. The book tells how the author acted to preempt this, only to be vilified by HM Inspectorate of Prisons, some penal reform groups, and ultimately the committee. The Blantyre House Affair is a telling example of how people can sometimes be swept along by events that may cause them to ignore those things that are counter or inconvenient to their own aims or interpretation.
